My Magellan 4210 never lags behind my speedo for more than three seconds, in which time it is impossible to get the average vehicle from 45 to 65 mph. Try it sometime.
People do it all the time in ONE second.
You've never owned a motorcycle, obviously.
These 5 motorcycles can do 0-60 in 2.4 seconds, so the 0-65 in 3 seconds is a piece of cake, and 45-65 is a joke.
There are also plenty of cars that can do it. Any car that can do 0-60 in 10-11 seconds should be able to, and there are plenty on the list including shitboxes like the Neon. Escorts and F15-s, Caddie STSs, Camaros, Vettes, Kraut Kars, etc.

It would take nearly instantaneous acceleration to get from a dead stop to 45 quickly enough to achieve that average speed over 30 seconds. I'm not sure they make cars that accelerate like that.

- It's hard to find a car that can't do 0-60, then brake hard enough to get back to 45 mph, in that time.
- If he "coasted" through the previous stop (an "American Stop") instead of a complete stop, then it's even easier.

A 1987 Cadillac Allante can do 0-60 in 9.3 seconds. (Other models can be much faster).

--So it reasonable to say this car can increase from 45 to 62 in 2.6 seconds. It could probably come back down to 45 a whole lot quicker (say if the teenager spotted the police car and slammed on the brakes). So yes up and down 17 mph in 4 seconds is possible, and I'm more inclined to believe the police provided they have evidence their instrument was properly calibrated.

Uh, no. the stock Corvette z06 does it in 4.6 seconds.
Also, you can search on google and/or youtube for videos documenting what happens when you drag race a Tesla and a Corvette. Actually, I've seen videos on youtube of *homebuilt* electric conversions smoking Corvettes on the 1/4 mile.
There are in fact, very few production cars (and by "production" I mean cars built by Lotus, Lamborgini, and Porsche) that can do better than the Tesla on the 1/4 mile. They all cost roughly as much as a Tesla roadster, or more.
Another of your calculations is off, coincidentally. You forget that at least half of the miles you put on a car are in city driving, so your fuel costs will go up accordingly. That $5,000 gap in TCO is therefore smaller, and maybe even nonexistent.
Moreover, I'd like to see you fill your tank in your garage. Or at work. You *can* fuel up a Tesla anywhere you like. They're called electrical outlets, and they exist in far more locations than there are gas stations. -

I don't know what you're smoking. Your 86 Camry probably didn't make it from 0-60 in less than 11 seconds when it was new. The new Camry hybrid does 0-60 in 9 and gets 40mpg. The v-6 hits 60 in 6.5 seconds and still gets better than 30mpg on the freeway.
While car performance hasn't skyrocketed in the last 20 years compared to computers, it has gone up a ton. To put it in perspective, the new camry v6 is faster than a 1988 Ferrari 328.

4 seconds?
Everyone's regurgitating the same old environmental debates as always. What I'm wondering is how did they manage 0-60 in 4.0 seconds?! A 2005 Mustang GT can't break 5. A 2005 Corvette can do 4.2. Most 'reasonably' priced Porches can't break 4.

Personally, I'd settle for a T-bird with a red light moving back and forth on the grill.
