California Reintroduces 'Right To Repair' Bill After Previous Effort Failed (appleinsider.com)
An anonymous reader quotes a report from Apple Insider: California State Assembly member Susan Talamantes Eggman on Monday announced the introduction of Assembly Bill 1163, which will require manufacturers like Apple to "make service literature and equipment or parts available to product owners and to regulated, independent repair shops." "For nearly 30 years California has required that manufacturers provide access to replacement parts and service materials for electronics and appliances to authorized repairers in the state. In that time, manufacturers have captured the market, controlling where and when we repair our property, and inflating the electronic waste stream," Eggman said. "The Right to Repair will provide consumers with the freedom to have their electronic products and appliances fixed by a repair shop or service provider of their choice, creating a competitive market that will be cheaper for consumers and reduce the number of devices thrown in the trash."
The bill, officially filed as legislation relating to electronic waste, is Eggman's second try at right to repair legislation. Her first attempt, 2018's Bill 2110, was introduced last March and subsequently died in assembly that November. Like the pending Bill 1163, last year's tendered legislation was crafted as a play to reduce e-waste. Eggman's announcement includes a word-for-word reproduction of an explainer included in 2018's press release for the now-dead Bill 2110. In it the lawmaker argues that customers who are unable to pay for manufacturer repairs are forced to replace broken equipment like smartphones, TVs and home appliances. Beyond financial benefits, Eggman also says that the repair and reuse of electronics is more efficient than purchasing a new device, noting that such measures can "stimulate local economies instead of unsustainable overseas factories." -
California's Efforts To Restrict Elon Musk's Flamethrowers Go Down In Flames (arstechnica.com)
An anonymous reader quotes a report from Ars Technica: A California state bill that would have more heavily regulated the use of flamethrowers has now effectively fizzled out in a legislative committee. In light of this development, there's nothing to stop Boring Company customers in California from receiving the company's sold-out flamethrowers. On May 26, the day after the bill died in committee, CEO Elon Musk tweeted: "About to ship. @BoringCompany holding flamethrower pickup parties in a week or so, then deliveries begin. Check https://www.boringcompany.com/... for details." After Musk said he would be selling a flamethrower dubbed "Not a Flamethrower" to get around customs, Assemblyman Miguel Santiago (D-Los Angeles) authored a bill that would have imposed more restrictions on their acquisition and use.
"I honestly thought it was a joke when I saw the news about this," the assemblyman said in a statement at the time. "This product, in the wake of California's deadliest wildfire year in state history, is incredibly insensitive, dangerous, and most definitely not funny." He added: "There are many times in which technology and inventions benefit society but are not made available to the public. We don't allow people to walk in off the street and purchase military grade tanks or armor-piercing ammunition... I cannot even begin to imagine the problems a flamethrower would cause firefighters and police officers alike." -
California Bill AB 2867 Proposed To Allow You To Cancel Comcast With 'Click Of The Mouse' (techcrunch.com)
An anonymous reader writes: Los Angeles Assemblyman Mike Gatto has introduced a bill that would allow Californians to cancel their internet or cable services online with 'one click.' The bill reads, ''AB 2867 allows Californians to conveniently unsubscribe from a service with a simple click of the mouse,' said Assemblyman Gatto. 'It just makes sense, that if you are able to sign-up for a service online, you should also be able to cancel it the same way.' Rapid advancements in technology grant consumers a wide variety of cable, internet and phone service products from which they may choose, and while companies make it simple to buy or upgrade services, a cancellation request is usually a prolonged ordeal where customers are sometimes pressured into extending their contracts. AB 2867 provides a convenient and consumer-friendly option for Californians to remove unwanted services without a long phone call.' Bill AB 2867 would in theory spare you from an 18-minute call with a Comcast representative in regard to cancelling your service. -
California Legislation Would Require License Plates, Insurance For Drones (arstechnica.com)
An anonymous reader writes: A pair of legislators in California have introduced separate pieces of legislation aimed at further regulating the nascent drone industry in the name of safety. Assemblyman Mike Gatto wants inexpensive insurance policies sold with drones, and also wants those drones to be outfitted with tiny license plates. He said, "If cars have license plates and insurance, drones should have the equivalent, so they can be properly identified, and owners can be held financially responsible, whenever injuries, interference, or property damage occurs." Another bill, put forth by Assemblyman Ed Chau, wants to require drone owners to leave contact information in the event of a crash. Chau also made parallels with cars: "If you lose control of your drone and someone gets hurt – or someone else's property gets damaged — then you should have the same duty to go to the scene of the accident, give your name and address, and cooperate with the police." The bills follow a number of incidents during 2015 in which drones damaged people and property, or simply got in the way of other operations. -
