In-app streaming is garbage, get an AVerMedia Gamer Portable
The first thing on the product description page is a boxed, all-caps notice:

WITH A SPLITTER IS PROHIBITED BY LAW.Because video games are audiovisual works, their output is protected by copyright. Nintendo used copyright against MLG in 2010, and other publishers have the right to use it again in the future. Even with publishers that are willing to license their games for streaming, such as Nintendo nowadays, a royalty for the game itself is a cost that esport leagues have and physical sport leagues do not.
Further down on the page is

Do the major video game consoles use HDCP on their output? I know OUYA does, and in my opinion, inability to share gameplay videos was a significant part of what caused OUYA to fizzle out.

Re:Well, not quite the first....Here down under, we've been watching HDTV via DVB-T (terrestrial) card for a couple of months - there are a few cards available, even with good Linux support.
Since the cards are basically just a tuner with a PCI bridge, all they do is receive the digital signal and dump it to your machine. The rest is software, and if you have the codecs (and the grunt), you can watch/record/timeshift an HDTV signal just as easily as SDTV.
I use mine under Windows (yeah, sorry), but I have a friend who's building a multi-tuner networked MythTV box, and is reporting great sucecss under Linux.

Yep, you can.
You'll need an external TV tuner (I prefer the external tuners over the internal because it means I never have to worry about Linux drivers). For example, Avermedia makes a pretty decent one. Get the optional svideo cable for the Dreamcast and you'll have a pretty sweet picture.

re: Homemade Digital Picture Frames?
Here's a suggestion: purchase a portable game screen (like the one you can buy for the PSOne), and attach one of these digital slide presenters (here). I haven't looked closely at either unit, but someone with a bit of technical knowhow should be able to get these two talking to each other. And the benefit is when you want to change the images, just change the media card.
