That is why we have a professional engineer's organization. (Which I am a member) But nobody outside of the military seems to demand source code and software design be treated as sealed construction drawings. There also is a professional association for IT professionals, but I don't think they have any legal teeth. http://www.cips.ca/

In Canada they are trying to get CIPS (Canadian Information Processing Society) up to speed with their ISP (Information Systems Professional) designation.
There are other things like that around the world too (I don't know about the US).Still, while being an ISP might help you get a job, I think it is best if it remains that the only way you keep your job is to perform.

You may be confused about the 2 organizations. IEEE-USA acts as its own organization. It allied with the IEEE, but is separately organized and funded. If you are a U.S. member of IEEE, you pay an extra assessment on your dues specific to IEEE-USA. If you are a non-US member, you do not pay.
BTW, as a Canadian, you can join CIPS. As part of its mission, it Certifies Professionals and Accredits College-Level IT programs. By setting standards, and getting corporations and governments to recognize them, CIPS protects its membership. -

CIPS
Canadian Information Processing Society. Standards, ethics, everthing you're looking for except a rating system. They do make an honest effort to police the ranks and ensure that qualifications are checked. Candidates for membership are even screened for competency. Australia has one as well, I'm surprised the U.S. doesn't.
