Well, in Ohio, it seems like certain municipalities have elections multiple times a year. The reason? School funding. It is based on property taxes, which was ruled unconstitutional many times for various reasons. Couple that with shifting the burden back to the local systems. People continually vote down the levies, so some municipalities have a second or even a third election in the same year on the exact same issue. Even that's not enough. When voters approve one levy, the school is back the next year for more money. Such a vicious cycle.

Cuyahoga County is where Cleveland is located. The county is using Diebold machines and Cleveland was seen as the area that gave Bush the votes needed to win in the 2004 presidential election. Draw your own conclusions.

The intimation is that he delivered Ohio in a nefarious manner, and my comment was meant to indicate that Diebold's voting machines had nothing to do with it, since they weren't used. Also, I live in Cuyahoga County (where Cleveland is, though I actually live in a first-ring suburb), and when I voted in 2004 (and, for that matter, 2005), we used punch card ballots. In Ohio, the county boards of election handle the purchase/installation/etc. of voting machines, and the Cuyahoga County BoE says that their shiny new Diebold machines will be ready for use in 2006.

Now, don't get me wrong. I dislike Diebold as much as the tin-foil-hat parade does, and I hope that whenever they get a new CEO, he or she is committed to making their voting products openly fair (as in, with a verifiable paper trail and with open source software). But whining about Bush winning in 2004, and then blaming voting machines instead of considering that it may have been legitimate, only turns the debate into a partisan debacle, which hurts the cause instead of helping it.

That's kind of interesting.
I copy-pasted the numbers from that page and ran a simple query against them. In most counties, the turnout was less than the number of registered voters, but there are 30 accounting for 97,489 mystery voters -- more votes were counted in those precincts than there are registered voters.
This isn't just a matter of absentee ballots being put in the wrong category, nor is it minor double-counting of ballots. Here are a few excerpts (check 'em yourself!)
HIGHLAND HILLS VIL has 760 registered voters, yet counted 8822 votes, for an overage of 8062 votes, or a 1161% voter turnout rate.
WOODMERE VIL has 558 registered voters, yet counted 8854 votes, for an overage of 8296 votes, or a 1587% voter turnout rate.

Note that I'm only looking at the cases where num_votes > num_voters. If you plot the voter turnout percentages, MANY more precincts show an abnormally high turnout rate, just less than 100%.

Now I'm off to see if Colorado posts the same raw numbers online.

Adding up, we get
652,381 Total votes for president.

A difference of about 13,000 votes between ballots cast and COUNTED BALLOTS. So according to your measure, this means there are 13,000 want to choose one).

According to the linked page, the discrepancy of ballots to registered voters is 97,489 ballots.

So if we assume that ALL of the non-president votes were provisional ballots (thus why they are not in the COUNTED TOTALS there) there is still an overall discrepancy of ~84,000 ballots!
