I keep hearing that "anyone" can do this. Please point me to where I can sign up to collocate my server with the market computers - because that is actually necessary to set up an effective HFT system.

Marketcetera Open Source trading platform
Marketcetera recently saw a 1.0 release, and is currently deployed in over 20 financial institute production deployments according to their confluence page. It uses the open and standard FIX financial data protocol, and personally its one of the coolest things I have ever seen. I would love to get a team of coders and quant. analysts together, hook Marketcetera up to a FIX compatible provider like Penson or Lime Brokerage (yes, same people as Limewire), and start a blackbox fund. You could rival any major financial institute for almost no start up costs. Truly amazing.

A bloomberg terminal costs around $2000 a month. Don't know where you got the extra zero from.

We do automated trading, but don't use a bloomberg terminal.. I don't think it's particularly essential. But you may need to get creative about how you source info, it depends what you are doing.
As for "millions to get of the ground" that is total BS also. Check out:

You could probably get started on 150k. That includes investment capital (minimum 100k), servers, and subscription costs.

Lime Brokerage provides a system that provides what you are looking for. They even use all of the keywords you mention (Internet, security, api, programmable).
There Brokerage Service, however, seems to be geared more towards Order Placement through an ECN. Here are some screen shots of the GUI that is provided with the API. -
