The AC was not joking. Precisely that has been done at least once, to gain public input on designing a law in New Zealand (the site, and Slashdot's not very accurate summary); the idea got a lot of interest from several other governments, including Japan, Germany, France, the US, and UK.

The first step toward wiki-based laws has already been taken in New Zealand, allowing people to collectively write a hypothetical version of a law that will be used as input for the actual law-making process.

Well maybe someone's gone back and unlocked the pages, because all of the links I tried on the "draft Policing Act" page of the wiki are certainly editable by guests.

Or perhaps you're referring to something else?
