Re:Future ideasThis is precisely what the Mailbox Reputation Network does.
It uses DNS to publish friend relaions between identities in mailbox format ('user@domain'). The is even a hosting service for those without good DNS servers.
Just join the mailing list and start impementing!

Unfortunately these popup killers also kill a lot of legitimate applications, for example web-based chat systems or anything created with the tinyurl popup creation utility

Re:Why not use PKI authentication instead?This sounds like you need the Mailbox Reputation Network.
Basically it is a DNS-based system for publishing a global social network graph, including friendship, accrediation and principal-agent relationships, so that you can filter/block mail based on what amounts to a "web of trust".
PKI is optional. MRN is designed to play well with any kind of sender authentication scheme, eg SPF, DMP, RMX, Yahoo's DomainKeys or PKI Certificates.
MRN is still under development, and there is a mailing list for getting involved if you are interested in this approach.
