I think the primary reason is that for real efficiency - in other words, to get something actually out the damn door - it is always faster/better to have a small dedicated team of programmers.
Nothing changes the fact that Kconq has now what Mozilla might have in a few months if they ever get it stable. Adding in the problems of internal politics and their choice is pretty smart.

Re:Bezroukov's credentials?I'm from Kiev originally and attended there his "Softpanorama" seminars, almost ten years ago. That was great, really great... even comparing to seminars and conferences I participate now, being in Silicon Valley.
