25,000 and 42,500 Euros work out to roughly 34,000 and 58,000 US Dollar at current exchange rates.
According to a Dutch regional newspaper this morning, these fines surpass the profits that these spammers received from their spamruns. They based this statement on this pressrelease http://www.spamvrij.nl/nieuws/persbericht.2004122
8 -en.php from spamvrij.nl, a Dutch anti-spam organisation:"Moreover, since the fines massively surpass any gains that the spammers have had (their gains already being limited in comparison to their internmational counterparts), spamming has become a very expensive advertising method indeed."

Whatever you like. I have added a link that will take you to the Dishnet's entry at spamvrij.nl. You can see that Patrick de Bruin (the spammer selling these CD's I have written about) has been able to host his website at four Dishnet IP's for quite a long time and quite a lot of spamruns. They didn't react at all. More proof (exact IP's etc) can be found at other pages at spamvrij.nl.

couldn't someone just host a database that users could add the name (+address/phone info), url, and offending spam-message to?
That's exactly what Spamvrij.nl does. Mind you, so far they have concentrated exclusively on Dutch spam, spam for Dutch companies etc. Given the amount of work they have to put in (for only one small country), I guess it would take LOTS of work and money to create something similar on a worldwide scale.
