angry tapir writes "PayPal is targeting small businesses, service providers, and casual sellers on the move with its new PayPal Here service, which allows vendors to process a variety of payments including checks and cards using their mobile phones. The new service includes a free app and encrypted thumb-sized card reader, which allows merchants with an iPhone, and later Android smartphones, to process payments."

itwbennett writes "PayPal has lifted a temporary restriction placed on the account of Courage to Resist, a group raising funds to support the legal defense of US Army Pfc. Bradley Manning, who was arrested for allegedly downloading classified information and providing it to WikiLeaks. As you may recall, PayPal was embroiled in controversy late last year when it shuttered an account for WikiLeaks amid the controversy over the expose of US State Department documents. PayPal communications director Anuj Nayar said in a blog posting that the decision 'had nothing to do with WikiLeaks.'"

More details have come about about what was behind PayPal's decision to suspend personal payments to any user in India, as we discussed on Sunday. In a blog post today, PayPal revealed that payments to India will remain in suspension for at least a few months. Customers in India will be able to pull rupees out of the service into their bank accounts within a few days. The suspension came about when Indian government regulators raised questions about whether PayPal's service was enabling remittances (transfers of money by foreign workers) to Indian citizens. "The problems may have been triggered by a marketing push that promotes PayPal as a way to send money abroad, a source familiar with the matter said. The campaign — which reads 'As low as $1.50 to send $300 to countries like India' — may have caught the attention of Indian regulators, the source said."

bhagwad writes "Beginning January 28, Paypal has been reversing the payments made to any Indian provider of services. In addition, Indian users have been unable to withdraw their money to their bank accounts. As a result, a large number of Indian Paypal accounts have negative balances running into the thousands of dollars. The worst part is that users weren't informed beforehand — the funds were just whisked away. Indian providers have gone ballistic, with over 2,000 posts on a thread on the reversal of payments and over 700 posts on this thread about the delay in transfers. Paypal hasn't given any explanation to this behavior other than they're looking into it. Although Paypal claims in the above blog post that payments made for 'Services' are not being reversed, this is not true. All payments not made for 'Goods' with a shipping address have been reversed — in fact, the Paypal e-mail tells the Indian sellers to encourage their clients to lie and claim that they're paying for goods with a shipping address instead."
