Actually, the Goldstone antennas get occasional (daily, but sporadic) interference from operations at nearby Edwards Air Force base.

Where'd you get that? This page lists Galileo at 2295 MHz. (That's ~2.3 GHz, for the math-challenged)

"Pure research" is the attempt to find out something without any other goal than the knowledge itself. That means there's no expected profits. Universities used to be the primary resource for this, but the way things have been the past couple decades, most research is done on behalf of a corporate sponsor, which means that 1) if you can't show a profitable motive for the intended result, you ain't doing it; and 2) If what you find upsets the sponsor, the plug is pulled quickly.
NASA has been incredibly successful, despite having both arms tied behind its back, one leg hobbled, the other knee immobilised, and forced to wear an eye patch AND headphones blaring N-SYNC and Shitney Spears 24/7.
The people who have died through their direct involvement in space programs all knew there were risks involved and were willing to take those risks. We can split hairs and say that no one told Krista McAuliffe that the Challenger was really a 1.5 million pound bomb, or that Apollo 7 wouldn't have burned if NASA read the label and followed the manufacturer's instructions, but they were still better informed than their Soviet counterparts.
Science ain't cheap, but when's the last time you thought about the price of ignorance?

I would argue that it is hard to comment or report upon something without actually viewing what it is that is to be commented on. So even those posters who merely posted the entire document could be said to be furthering disscussion on the document.
At least one 9th Circuit judge disagrees with you. Judge Ronald M. Whyte, who is also the judge in the Sun v. Microsoft case, ruled against H. Keith Henson for doing precisely this--posting the entirety of a short document on a Usenet newsgroup to discuss its ramifications. A Wired article discusses this. It was Henson's contention that the document, NOTS 34, demonstrated illegal practice of medicine by the Scientology cult.
Judge Whyte was roundly criticized in a Wall Street Journal article for "Pecksniffian literalness" and for having "turned copyright law on its head."
The document, NOTS 34, is discussed, along with many other such documents, at Dave Touretzky's NOTS Scholars Page, and a description of the earlier parts of the trial is at Ron Newman's old page while the jury trial for damages is transcribed at Sten-Arne Zerpe's page. Incidentally, Judge Whyte dismissed trade secret claims in this litigation based on Internet distribution, as well as similar claims in other cases.

The USA was not the only one with this plan...Around January of 1958, the Soviet had plans for "conquering the Moon." It was called the E-3 project. The primary aim of the project was to prove to the whole world that a Soviet spacecraft had really reached the surface of the Moon. The spacecraft would in itself be quite small and its flight to the moon would not be possible to observe for any astronomer on earth. Even if filled with conventional explosives, its drop on to the lunar surface would not be possible to observe from Earth. But, if a nuclear device was exploded on the Moon's surface, the whole world would be able to observe the event and nobody would be able to pose the question: has a Soviet spacecraft really reached the Moon? It was assumed that a nuclear explosion on the Moon would be accompanied by such a light flash that it would easily be observable by all observatories on Earth.
