Trolls No Longer Welcome In New Zealand
An anonymous reader writes: Legislation designed to prevent cyber-bullying has passed its final hurdle in the New Zealand Parliament, making it a crime to send harmful messages or put damaging images online. The Harmful Digital Communications Bill passed 116 to 5. The Register reports: "The bill creates a regime under which digital communications causing 'serious emotional distress' are subject to an escalating regime that starts as 'negotiation, mediation or persuasion' but reaches up to creating the offenses of not complying with an order, and 'causing harm by posting digital communication.' The bill covers posts that are racist, sexist, or show religious intolerance, along with hassling people over disability or sexual orientation. There's also a new offense of incitement to suicide (three years' jail). -
Is Public Debate of Trade Agreements Against the Public Interest?
onproton writes The Trans Pacific Partnership (TPP), currently being negotiated in secret, has been subject to numerous draft leaks that indicate these talks are potentially harmful to everything from public health to internet freedom. So why isn't the public involved, and why are the terms of the agreement being debated behind closed doors? According to New Zealand's current Trade Minister, Tim Groser, full disclosure of what is being discussed would likely lead to "public debate on an ill-informed basis before the deal has been done." Leaving one to question how revealing the full context and scope of the agreement talks would lead to an increase in misinformation rather than clarity. -
New Zealand Bans Software Patents
Nerdfest writes with news that New Zealand has, after going back and forth a couple of times, finally banned software patents. From the article: "New Zealand has finally passed a new Patents Bill that will effectively outlaw software patents after five years of debate, delay, and intense lobbying from multinational software vendors. Aptly-named Commerce Minister Craig Foss welcomed the modernization of patents law, saying it marked a 'significant step towards driving innovation in New Zealand'. An IITP poll of members at the time showed 94% of those with a view were in favor of banning software patents." -

nzgeek writes "The DMCA-like amendments to the New Zealand Copyright Act passed their first hurdle in parliament today, with an overwhelming 113 to 6 vote to pass the Bill to the Commerce Select Committee for further discussion. The detail-oriented can read the full debate (or rather lack of debate), and one enterprising New Zealand legal blogger has an excellent series of posts on the Bill, its background, and its implications. New Zealanders interested in fighting this legislation have until the 16th of February 2007 to make submissions to the Select Committee, before the committee makes its recommendations and sends the Bill back for a second reading." -
