Tech Labor Shortage Myth?

UC Davis professor interviewed in 'There is No Desperate Labor Shortage' (link). He claims ("Debunking the Myth of a Desperate Software Labor Shortage" link) that programmers not fluent in the latest programming flavor of the month are having trouble finding jobs.
