ircII Placed under BSD License

Debian-Announce just shot out a message announcing that the defacto Unix IRC Client has officially retroactively been placed under a BSDstyle license by its authors. This was done so that it could be included with the Debian distro (which is the champion distro for only shipping with free code). Nice to see this resolved.
