Electric is a VLSI design tool
with a long history, and it
just went open-source. For the latest version,
go here
It supports VHDL, which should be of interest to the
Freedom CPU project since
they've decided to use VHDL (why not Verilog?).
Unfortunately it does not support Verilog as of yet. Verilog
is used in many CPU companies as many designers find it
a more natural language in which to express state-machines.
