Trusted Computing Platform Alliance

Compaq, HP, IBM, Intel, and Microsoft have gotten together to form the Trusted Computing Platform Alliance. So far it's a lot of talk and few details, but it looks like they've agreed to develop some standard crypto hardware and an API to use it. Is this thanks to the new export rules?
