The RIAA/MPAA would be the police, and would follow you around at random to see if you have someone else in your car, or or loaned it to someone.
Tell me this, if the movie industry did not constantly brag about how they made $500 Million dollars in the first weekend while you have to pay $8 for popcorn to watch thier movie, wouldn't you feel better about buying the movie? I would. Tom cruise is not worth $50 million a movie. Stop paying him this much, and I will reconsider.
The net effect on bouancy is considered negligeable. The layer of bubbles they are talking about is much thinner than you imagine.
Good thinking, though - you are correct that there is ongoing research about using gaseous pockets as a weapon against ships. Once it can be controlled and issues of scale are addressed, it will be an incredibly effective weapon. I have seen wave tank simulations where the target is swamped and/or rolled and unsaveable in a matter of seconds. Impressive and scary.
It is interesting that darpa calls this new research - it's out there already. Can't tell you any more,or I would have to feed you polonium.

YES they will make money collecting the trach - The local company that owns the trucks will still collect it, but part of that money pays the dump to take it, which is owned by the county.

And yes, it certainly could be, it is all up to the county and state. As long as emmissions and waste disposal are regulated, I think that private industry would do a better job of development. I am unclear as to exactly who owns the florida plant, it sounds like it IS the company that builds it, but alas, the media never gives geeks the detail that we want...

Believe me, they WILL make money. They may or may not be a little off on thier estimates of emissions, but they have a sound business plan.
