It always starts with, "why would I care about my CD searches... " it's down hill from there. The most unfortunate part is there is a huge level of end user responsibility here. End users must understand the choices and be able to make their own choices.
Maybe this is a part of Web2, browsers where on can make the choices on a global level. Now matter what, it comes down to who cares and who cares more Uncle Sam, "The Amazons of the net" or John Q. Public. I can guess who is last in this list.
