Simple.. you have to sell a certain number of copies for any particular release to be profitable..
Dubs outsell Subs by a figure that I believe is around 6:1, and if the sub was sold at the same price as the sub, it would be unprofitable, even though the sub is a bit cheaper to produce.
The Slayers OVA's are not terrible, they are, in fact, very good. What is terrible is what ADV did to them, it appears to be an attempt to make them politically correct. If you can find them, get hold of the fansubs. I saw the version by Jimaku Animation, at a convention and they were hilarious, better than the TV series. I was then very disappointed when I saw the ADV version later.
