Whenever I read announcements like this, all I can think about is Isaac Asimov's Foundation series. I can remember the final chapter of "Robots and Empire" http://en.wikipedia.org/wiki/Robots_and_Empire when Giskard turns to Daneel and tells him the only way for the human race to reach it's potential is to abandon Earth and reach out to the universe.
The series also deals with the "racism" that pops up between the "Spacers" (those born on planets other than Earth) and the "Terrans" (those born on Earth).
Humanity needs to grow, and being confined on one planet will never allow for us to meet our true potential.
