Either I'm missing something (and IAAL, so I don't think I am), but the Chrome TOS is quite clear that it doesn't own the IP iny any property you create. Have the good folks at the Googleplex changed the TOS since the article was posted?
See 9.4 "... Google acknowledges and agrees that it obtains no right, title or interest from you (or your licensors) under these Terms in or to any Content that you submit, post, transmit or display on, or through, the Services..."
And 11.1: "You retain copyright and any other rights that you already hold in Content that you submit, post or display on or through the Services."
