hey, at first, TSMC is a company in Taiwan. So as their main factory.
And the labor cost is not really a big issue in semiconductor fab. Yield and other issues are more important to them.
Intel made good margin on Atom (http://www.electronicsweekly.com/blogs/david-manners-semiconductor-blog/2009/02/intel-to-out-source-atom.html#comment-1439714). Some people think intel is not good at make low power product. Some others think intel want TSMC to help the industry adopt Atom as part of their design.
I think it is pretty hard for bird flu hit Antarctica (or Australia, probably). For now the bird flu is most likely epidemic in South East Asia and MidEurop.
And we can think it in another angle...
The software in Combodia is not scarce, therefore it is almost like water or somthing very cheap there.
And now the only scarce thing for them is the job. I would never suprise people want to use MS office since the employers (may be they never heard about OpenOffice) would like to give offer to who know to use MS Office.
As people live in South East Asia, I can see some people steal cable-TV, steal water, steal electricity, steal gas. And just like the article, some of us still used unlicensed softwares.
Do those things mean there is imposibble to make money there? Not at all, but they need to take some efforts. Like cable-TV companys may send out cable guys to check out the cable. The water and electricity company here(since they are the government monopoly in Taiwan), they rely on the police force to check out. The BSA (the organization almost equivalence to MS here...) also co-operate with the police to check the un-licensed software.
But there are some exception on software company, the local business agent of Billizzard send out worker to every NetCafes and check the number of copies, and charge them. I think they know the cops would not be happy to help them check out un-licensed WarCraft at NetCafe.

I think he talk about the license let someone get the "expert" title. Like the Exam Fee of MCSE: http://www.whizlabs.com/mcse-exam/70-290.html
I think they just try too hard to make the job done. It is really not an easy task to develop so many security loophole.
Maybe some old-fashioned would like to buy computers looks liked /Commodore64.jpg

But I really not expect too much for such a company.
I can not read the article. But if they built a half-adder, they can just cascade 2 half adder and got a full-adder.

In fact, at first I guessed I would see the domino logic in VLSI design http://www.princeton.edu/~wolf/modern-vlsi/Overhe
In my Slackware+Firefox, it took me 5 minutes or so on "Loading Page" and then gave me a "The connection was reset".
Althrough not quick at all, it is really quirk at all.

Anyway, it is an article in 1999. IMHO, I like this story more... Metcalf ate his column http://www.merit.edu/mail.archives/nanog/1997-04/m sg00192.html
Wait and see. Maybe it would change to anonymouse later. It takes time to work out...
