As has been mentioned, install the help pack for the language of your choice. For US English (in Debian) that would be libreoffice-help-en-us
At the moment I count 31 different help packs in Debian, which explains why they're not installed by default.
You're probably missing a few other optional packages as well. Try running the following to see what's not installed yet.
