You said "This list is more about who can impress the editors with the best story about why their place is awesome to work at", but much of a company's inclusion on the list is based on positive responses from a randomly selected pool of their employees. So, I suppose it is possible that Google has been really successful at brainwashing a high majority of their people but it seems more likely to me that they have a high proportion of really happy employees, which likely makes a pretty sweet place to work.

Companies must also self-nominate and be willing to survey a random sample of their employees and provide information about their corporate culture and other details. This seems like a relatively significant undertaking and my suspicion is that some companies don't feel that the rewards of making the list are worth the time and effort.
