Almost all bullying is mental, not physical. Again, from personal expereince, I was bullied by girls. I was never bullied by boys because they didn't want a physical confrontation with me. It was constant sniping and ridiculing to put me down. If they had access to the internet as well back then, life would have been pretty unbearable.
I'm not sure how this can be controlled, or if it should, as it all smacks of censorship. But the schools have a duty to inform all the parents on all sides. Very few parents would enjoy hearing that their darling is a vicious little bully. If that doesn't work, expel the little bastards, so at least the victim doesn't have to see them every day.
