Some banks (type A) look out accounts and detect unusual transactions, protecting the legitimate owner. Other banks (type C) don't. Type B banks stand somewhere in the mid-range.
Ok, were I be a criminal in money laundering (hey!, it's not the case;) ), I would be interested in getting account details belonging to Type C banks. Type B would mean jeopardize the criminal business; Type A is a suicide.

This is an clue to the question "I wonder how often they pay more for the bank account than is actually in it?"
The beauty is... that people moving money through these accounts are other victims (mules). Scam fraud, for example.

Ideas like this one are already deployed in some banks to fight phishing, at least.
