The more we are able to protect our freedom ourselves the less we need government. Government is the product of laziness, we don't want to protect ourselves so we pay the price of asking others to do it for us. The protectors like their cushy job. More see how nice the protectors have it and they want their piece of the pie. Eventually you have the US Government. They provide very little for a very high price tag. And the cost just keeps increasing.
When the conditions degrade slowly people seem to just accept the state of things.
I am quite certain that the founders of the US would have been considered our current government worse than the King they revolted against.

That will never happen, unless attendance at an accredited university is a prerequisite. Because scores of the self educated would demonstrate the universities to be superfluous. That would take money out of the hands of the schools, they are a business after all.
In other words, teaching is not something anyone can do. Most of the PhD's I have known are good at going to school and rote memorization. Teaching is not one of their strengths. In fact, quite often, working is not either.
There are many articles available on the proper siting of a weather station. None would include the picture in the article as even poor. That is horrible. That throws all of the data into question.
Yet a lower limit would not have stopped that drunk.
A zero limit would not have stopped that.
A lower limit simply increases the income for the state, and keeps the people who are not a problem from buying more. The point, the problem driver doesn't care what the limit is.
You might change your mind about that if you had a couple of Christmas cookies (rum balls) then got pulled over by a cop who didn't like the way you look (JDLR - just don't look right). With the fresh rum from the cookies you could blow greater than the limit. Then you have a DUI arrest. The arrest stays on your record even if you beat it. That is simply an addendum to the arrest record. Your Insurance skyrockets, several attorneys profit, The economy is improved at your expense. But it is good for the many.

Not, "Well, you might have an accident if you keep going like this." That is like "Future Crime".
Bar owners are in the business of selling drinks. They will not put something in that could effectively stop the sale of drinks. Specially if they have to pay for it.
Outlaw cars. Everyone can walk or use public transportation. Then you will be safe using your cell phone. The highways will last longer with less traffic. There is another savings.
But totally unrealistic. Life is a risk.
Some drunks drive better than most phone users.
Maybe the judge owns stock in Seagate, WD and Hitachi?
