Take a look at TimeTrex. It handles employee scheduling, attendance, job costing, and does payroll for you if you want (ie: no exporting to another app).
Its open source, and free too!
We're a little bigger then you are, but once you get to a certain number of employees most companies discover that tracking employee attendance and processing payroll becomes a huge burden for them.
So far we haven't found anything that even comes close to the capabilities of TimeTrex and the best thing is that it is open source.

Have you looked at TimeTrex Time and Attendance? Its open source, has web based clock in/out as well as several hardware based methods for greater efficiency, handles scheduling, time sheets and even payroll.

You must have missed the multiple DOWNLOAD links on their site that point to sourceforge. When you download it, you are downloading the source code, which you are also free to re-distribute.
