Ignore their rules. They obviously violate fair use, a dead monkey could prove it in court, and they can't make you sign away your rights before getting the content because this is going out on broadcast TV.
Maybe to fix the votes? I wouldn't put it past whoever is running our elections, especially with all the concern they show about securing our voting systems.
