Perhaps there could be a projected amount of possible, individual IPA logs from an area based on a IP annual report of subscriber amounts, accessible through some web page or another. Then, end of the year web activity reports could be compared to possible number of individual hits based on number of subscribers.
Or maybe I don't know enough about the internet to be giving input on this. Just thought I'd give a suggestion.
