Like Linus says, it is a combination of infrastructure, flow of information and culture. Let me elaborate it from th e Indian perspective a bit.
The term "Indian infrastructure" is an oxymoron, sure the internet is very much reachable. But, what good is it when you are experiencing blackouts (we call them "load-shedding").
We have a very high number of "educated" people. If you throw a dime here, you will probably hit 40 engineers, 50 MCSEs, 25 CCNAs, 35 RHCEs, 20 SCSA.... and so on. Suffice, to say we can beat anyone in the world by sheer numbers.
The only "flow of information" is probably pr0n.
Culturally, our philosophy is simple - "Will I be able to make a quick buck from it?"

That should pretty much settle the debate.
