This is classic governmental end of the year expendature. If they don't spend the money, then they don't get as much next year, It really bothers me when beaurocrats spend money frivolously like this just to keep their current budget the same. In my opinion, this is the kind of governmental overspending that needs to be eliminated (along with porkrolling congressional bills.)
And here's a bigger question, WHY CAN'T THEY USE THAT MONEY TOWARD THE 9/11 MEMORIAL TOWERS?!
