dude, talk to civil engineers working on government project, you will see how wrong you are. My sister in laws brother worked for a very large state agency and she left on agony over such burocracy, project mismanagement, and more.

What do you mean that there are no standards in IT security? Ever hear of ISO-17799? There are standards from NIST, VISA and tons more.
