I agree completly - it would be great to not allow IE users on your site. Check out codesmack.com from IE to see the welcome message which kindly encourages the users to rethink their life and download a better browser. If you're already using a modern browser you can see what you're missing here. You can buy a shirt with the message "Serriously, you're still using IE?!?".
