Check out http://linas.org/linux/pm.html There is a section on project management. I have not tried any of these out, so I do not know if they will meet your needs. If you do decide to start coding, at least you have an existing product upon which to build.
I dual booted using Microsoft's boot loader instead of Grub. It works, but it is an awful way to do it. Every time I udate my kernel, I need to reload lilo and dd my boot sector on my linux partition to a file. Then copy it onto my windows partition in c:\.
