From my experience, just give them your thought, complete with benefit & risk. Give them the insight on what would happen if they don't follow, and then let it rest. Make sure you give it to them in WRITING. Should something happen, you have your defense.
I know, this might seems a little coward. But In your case, the software is like the heart of the company. Dealing with your company who don't take their software seriously is like a doctor dealing with patient who don't take their heart seriously. The patient might agree that his heart condition is an issue, but takes no action nevertheless. If the patient gets a heart attack and die, can we blame the doctor??
