With my bank, online transactions can only be done after entering your bank card number (which would technically be a username) and then there are two secret keys that I have to put in. The first is a 3 number code of my choosing, then the second is my "code word" that would identify me at any bank if i didn't have proper ID. So basically there is one username, and two passwords.
Using secure sockets would help, but it's easy enough to implement a second password type deal, and that would just give you that little extra security.
It's never going to be totally secure, because people are involved, but you can take precautions to help make it that little more secure.
