In the US, at least, ISPs often require timing-based contracts. So while this would likely work, it would be extremely unfortunate for those unable to afford leaving their contacts in the interrum. Also, since at most you may have, say, only 2-3 broadband providers available to you -- I imagine it would not be difficult (at least temporarily) to force large portions of Americans to live without google, eBay, or ESPN.
