WP7 never had native code and never will. WP8 will, but it completely replaces the WP7 ecosystem with an incompatible one.

Not true at all. After reading this, it's clear that the WP7 ecosystem will work on WP8, albeit with a few little tweaks here and there (like going from XP to Vista/7 in a way).

If your tax plan was implemented, I can predict exactly how many pubs would bid for these 'smoking licenses': zero. No sensible landlord will say 'I want to pay more tax'. Then you'd be in exactly the same situation as now, except with a ban, I can also avoid tobacco smoke in any enclosed public space, not just pubs. Not to mention the health benefits for the population at large.

It's better overall to save money than raise taxes.

The last thing I want to do, as a non-smoker, is sit in a stinking smoke-filled pub. The stench of tobacco can be enough to make me nauseous. Should I suffer just so the government can make a small amount of extra tax?

You miss out on tax/licensing revenue. Just like those stupid bans on smoking.

The only thing I can think of that's taxed higher than smoking is petrol/diesel (in the UK at least).

Because it'd be hideously expensive to get enough base stations to cover enough landmass to help sat-navs. If my company (which makes lorry fleet tracking equipment software) wanted to use DGPS, we'd have to get base stations installed throughout the UK, Switzerland, Germany, the US, and Australia.

The way it works is we all vote for an MP to represent us, then the party with the majority of MPs is (formally speaking) invited by the reigning monarch to form a government. If a majority isn't achieved (and the requirements vary a little depending on how the vote swings), then parties can team up as a coalition.
