Electric utilities are already being required to beef up security. The North American Electric Reliability Corporation (NERC) has a fairly extensive set of mandatory compliance standards for "Critical Infrastructure Protection (CIP)." I don't know why this was omitted from the story. If you don't comply with the standards, you're subject to some heavy fines.
