Most of the retail purchased PC, dont come with Restore CD's. They haven't for about 4 year, now.
HP charges $14-$15 dollars for CD's. Dell will charge you at the time of purchase I think around $10, but will send you a set for free if you request them with in a week or two of recieving the PC. I think Gateway/emachines were sending CD's
Most have a hidden Partition to restore the PC, which works great as long as your HArd drive doesn't go bad.

I would say about 80% of PC users are either lazy or plain dumb
