This is a completely nonsensical argument. Apple already have complete control over applications that are available through the app store and, as such, there's no need for technical limitations to prevent people from running such services in the background.
I've seen many people claim that Apple's multitasking "sucks," but I've yet to see any convincing argument as to why it would be implemented in such a way for anything other than the reasons they profess!
