Ms want everyone with windows to have server with iis. This is not bad but will stay for new user not for advance user. May be have idea to beat apache but for now i can not see how cat this happen.
Bad news but users work for money and prestige :) If they didn't found interesting to realize in the near future decision is right.
Some one had to develop OO. There have no problem to have your own Office. Good luck and a lot of work i thing is enough for this.
