The inverse correlation is observed because:
a.) Electron neutrinos are produced in the fusion of hydrogen into helium, and
b.) The hydrogen that is expelled from the solar surface is hydrogen that escaped fusion into helium.
When surface activity is low, a larger fraction of the hydrogen undergoes fusion into helium.
When surface activity is high, a smaller fraction of the hydrogen undergoes fusion into helium.
