In Estonia, WiFi is available in gas stations, and they seem to have advanced technologically and economically since the Singing Revolution, (I just saw a website about Estonia's Singing Revolution - http://singingrevolution.com./ Estonia's government does not impose any restrictions on the internet, and if congress decides to tax users it will hurt progress.
