What the heck are you talking about? Here in Germany you can contest a ticket like every other administrative act (and by the way - you don't go to
jail for driving too fast here in Germany, you just pay a fine, get some "points" at a central register, might receive a temporary suspension on your
drivers licence [1-3 month] - thats it) I guess it is not that much different in all the other EU states...
