while i agree with what you are saying in general, two technicalities shift the understanding of this.
First, driving is not a right -- you have to get a license (the permission of your state) to do it. Similarly, not everyone does drive. For this to be a regressive action, it would have to more negatively impact poor people. But having lived in New York, Chicago, and Los Angeles, I know that rich people do far more driving than poor people in these cities. In fact, many poor people don't have cars to begin with.
Second, since this is not a right or something that actually affects anyone, it's hard to see how this is properly speaking a pure tax. This is more like the government charging you for the cost of doing something with them, e.g. like the fees you pay the recorder or for titling your vehicle.
and the nebulously-worded claim to the effect that "sometimes something happens" does not compensate for the suggestion that we abandon our infrastructure and kill much of the world's population. And that's not just prediction; it's reality. If you want to end a dependence on carbon fuel sources, i suggest that you move to the boonies and produce crops in such a way that they don't need fertilizer trucked in or a pumped water supply.
