My company is the same way! EVERYTHING is in an Excel spreadsheet, its absolutely ridiculous. After showing them what Access was and how it wasn't too difficult to use, they thought I was brilliant. Of course, a few key people thought it was too "complicated" and back to spreadsheets we go
I've been on several different levels of ISP tech support and fully agree that spyware causes A LOT of problems. New dot Net, especially, seems to affect not only DSL but dialup as well. It replaces the winsock files with its own versions, which causes the inability to browse. Many times, though, extracting native winsock dlls off the installation disk will restore browsing. Something to consider before reinstalling the entire OS.
The book, Database Nation by Simson Garfinkle delves into this little considered topic. He asserts that biometric information is not owned by the individual, but by the organization that collects your information. Similar to the fact that you do not own your name, you do not own your retinal pattern information.
I don't have any idea why MS chose to use the zlib library but it wasn't for "buglessness". MS creates enough of their own bugs they don't need to go borrow someone elses. Of course they didn't know about the bugs at the time, but still, methinks they used the code for less altruistic purposes.
I work for Earthlink and I can assure you its not gonna happen with them. They can't even deliver the email that DOES come in, let alone filter for it. They are currently buying up too many little ISPs and have lost sight of their own. Their databases are a big jumbled mess, currently they have at least 4 seperate databases of customers that aren't linked to one another. Most of the customers who are switching over from a bought-up ISP are lost in the shuffle.
Bottom line. ..Earthlink is waay to disorganized to handle something like this.

Quite scary, if you ask me.

As much as a procrastinator as I am, its always reassuring to know I have even MORE time to put things off.
