I think you're probably correct. However, I say that with some regret: C++ was my first programming language and remains my favorite, and I actually enjoyed doing my own memory management. I suppose my feeling of some regret is probably similar to people who felt they lost something when they no longer wrote in assembly or binary or punch cards.

I disagree. As one of my Computer Science professors put it: "Thanks to computers, we can now make errors faster and with more unjustified confidence than ever before."
Spam/junk mail has always been a problem, but I never would have received 2000+ articles of spam in a week before the invention of our beloved machines.

As nice as it would be to be able to redesign everything with the "right" principles, the reality is that a great many useful programs were begun before localization was seriously on the radar. This continues to be an issue: I doubt that most small startups cover localization until their business model grows enough to require it (acknowledging that some business models require it from day 1).
I sincerely doubt that any highly complex piece of software will ever be profitably rewritten from scratch to include all the things we want.
Software development continues to be an iterative process with patches covering patches. Probably always will be.
